OVHC for international students moving to graduate visas

What changes when your student visa ends and you need OVHC for a 485 visa, including cover continuity and waiting period recognition.

The transition from student to graduate is one of the most common paths to OVHC, yet it is also one of the most mishandled. International students finishing their studies often have Overseas Student Health Cover that expires shortly after their course completion date or their student visa end date. The subclass 485 Temporary Graduate visa comes with its own health insurance expectations, and the two types of cover—OSHC and OVHC—are not interchangeable. Planning the switch requires attention to dates, waiting periods, and insurer policies on recognising prior cover.

The first difference between OSHC and OVHC is that they are regulated under different frameworks and designed for different life stages. OSHC is mandatory for student visa holders and covers basic medical and hospital services. OVHC for 485 visa holders is designed for people who have finished studying, may be working full-time, and may be planning a longer stay or a pathway to permanent residency. OVHC policies for graduates often include more comprehensive hospital cover, higher extras limits, and benefits more relevant to working adults than students.

When you apply for OVHC as a new graduate, your OSHC waiting period history matters. If you have held OSHC for the duration of your studies, you may have already served the 12-month waiting period for pre-existing conditions. When you switch to OVHC, some insurers will recognise the waiting periods you served under OSHC, provided there is no gap in cover. This recognition is not automatic across all insurers. You must ask each insurer whether they will honour your OSHC waiting periods and provide a clearance certificate from your OSHC insurer as evidence.

The timing of the switch is critical. Your OVHC policy should start on the day your OSHC ends, or earlier, to avoid a gap. A gap can reset your waiting periods and may be treated as a breach of condition 8501 on your 485 visa. Since 485 visa processing times can be lengthy, you may be on a bridging visa for weeks or months after your student visa expires. During this time, your OVHC should be in place and active. Do not wait until your 485 visa is granted to purchase OVHC, as you may be uninsured during the bridging period.

Cost is often a shock for new graduates switching from OSHC to OVHC. OSHC premiums are typically lower because the risk pool is younger and insurers offer student-specific pricing. OVHC premiums for graduates are higher, reflecting broader cover and an older risk pool. When budgeting, factor the switch into your post-graduation financial plan well in advance. Some graduates choose hospital-only OVHC to keep costs down while still satisfying condition 8501, and add extras later when their financial situation stabilises.

If your OSHC policy covered you as a couple or family, and your partner or children are included on your 485 visa as dependants, your new OVHC policy must include them as well. Some OSHC family policies automatically cover partners and children, but the transition to OVHC family cover is not automatic. You must specifically select a couple or family OVHC policy and add your dependants. Check whether the new insurer requires separate documentation for each dependant, such as marriage certificates or birth certificates.

A source-check checklist for the student-to-graduate switch includes: confirm your OSHC expiry date and your 485 visa grant or bridging visa conditions, request a clearance certificate from your OSHC insurer before the policy ends, compare OVHC policies designed for 485 visa holders rather than general visitor policies, ask each insurer whether they will recognise your OSHC waiting periods, set the OVHC start date to match or precede your OSHC end date, select family cover if you have dependants, and keep copies of your OSHC clearance certificate and new OVHC policy documents.

The information in this article is general guidance. Visa processing timelines, insurer policies on waiting period recognition, and OVHC product features can change. Always verify the current visa health insurance requirements on the Department of Home Affairs website and check the latest policy details with your chosen insurer. The switch from OSHC to OVHC is a standard process that thousands of graduates complete each year. With advance planning and the right questions, you can make the transition smoothly and maintain continuous cover.
